The incident “appears to be an accident,” but investigators will make that decision, said NYPD Deputy Chief of Staff John Cell of the Office of Patrol Services. According to Chell, video of the crash shows the taxi turning left on Broadway and colliding with a cyclist heading south on Broadway. Then the cab slowed down, turned left and jumped on the sidewalk, he added. The cabin appeared to be accelerating before hitting two women and nailing them to the wall of the building, the video shows, according to Chell. “As it happened, a remarkable scene took place,” Chell said. “About 15-20 New Yorkers tried to get this taxi from these women.” The driver of the cabin was one of six people taken to hospital, Cell said, although he did not specify the driver’s condition.
