John Albert Laylo and his mother were on their way to the airport to board a flight early Saturday when someone in a black car fired several rounds at their Uber at a red light near the University of Pennsylvania, police said. Leilo was shot in the back of the head and taken to hospital, where he was pronounced dead on Sunday, police said. Philippine Consul General Elmer Cato met Laylo’s mother at the hospital and said she was slightly injured by broken glass during the shooting. It was not clear if the Uber driver was injured. No one has been arrested. Authorities did not reveal any suspicious motives or say whether Laylo, his mother or the Uber driver were deliberately targeted. Police say an investigation at this time indicates the shooting was accidental, possibly in connection with a road rage, CBS Philadelphia reported. The Philippine consulate general said the victim was a government lawyer, the station said. Cato said he assured Laylo’s mother that the Philippine government would help bring his remains home. “We are also in contact with the police authorities and have stressed the importance of our request to bring the perpetrator of this incident to justice,” Kato said in a statement. Laylo, 35, had worked in Manila as a lawmaker for opposition senator Leila de Lima from 2016 to 2018 and then left to pursue postgraduate studies. “He was so young and still full of dreams,” de Lima said in Manila on Monday, expressing hope that the suspect would be held accountable immediately “for the brutal and irrational act.” Laylo’s mother posted on Facebook on Sunday that she had taken a vacation with her son, whom she referred to as Jal. “I never imagined or dreamed that … the end of our vacation would be like this!” Leah Bustamante Laylo wrote in a post accompanied by snapshots of her and her son touring New York, Washington and Philadelphia. “We traveled together and we are supposed to go home together! I will bring him home in a box soon!” Cato, who is based in New York, said the mother and son were going to Philadelphia International Airport to take a flight to Chicago and then to California en route to Manila. He was in Philadelphia to visit his cousin, and the shooting occurred about five minutes after Lilo and his mother left his cousin’s apartment, Kato said. On Facebook, Laylo’s mother posted photos of the happiest moments of their trip to the United States. His mother said in part: “I can not explain the weight I have in my heart. It took me hours to post it because I still can not believe it happened.” Philadelphia, along with other major US cities, is experiencing an explosion of gun violence. In a landmark episode June 4, a hand-to-hand battle in the South Street entertainment area, about 3 miles from the shot that killed Laylo, left three people dead and several others wounded.
