The incident took place near the Palestinian village of Iskaka in the West Bank, next to the large settlement of Ariel, south of Nablus. The Israeli West Bank Police Department announced that an investigation had been launched after a clash between Israelis and Palestinians. He said a Palestinian was stabbed, although it was not clear by whom. “Police arrived at the scene and removed a wounded Palestinian in serious condition, apparently from a knife,” police said, citing doctors. “At this stage, the identity of the stabber is not clear,” police said. Harb’s cousin, Firas Naim, told AFP that Israeli security forces were present when Harb was killed. Naim said he and members of his family, including Harb, went to their village land after hearing settlers set up tents there. It was there, Naim said, that they were confronted by Israeli forces and security guards of the settlements, who fired into the air. “After being shot in the air, the settlers attacked… We were just standing there, and a settler came and stabbed him here [on the side of the body] for no reason, “said Naim, whose clothes were full of blood. Yesh Din’s rights team said Harb was with his parents on private land near Ariel. “Settlers arrived at the spot and tried to set up a tent. Friction developed between the sides and the settlers left the place. “Immediately afterwards, soldiers arrived at the spot and later the settlers returned,” she said in a statement. Yesh Din said that after the settlers returned, violence broke out again between the sides, “during which a settler pulled out a knife and stabbed the young man to death.” Local authorities said the group of Israeli settlers reported that they had been attacked in the area by a large group of about 40 Palestinians with stones and clubs between the settlements. The emergency services of Rescuers Without Borders, an Israeli branch of United Hatzalah, said “the rioters stole bags and equipment” from the Israelis. He added that no Israeli was injured in the incident. Soldiers are allowed – even required in some cases – to intervene to prevent violent attacks, regardless of nationality. The military generally prefers police to deal with attacks and arrests of settlers, but police do not have as much presence in the West Bank. In October, Defense Secretary Benny Gantz issued a statement urging the military to act “systematically, aggressively and uncompromisingly” against settler violence against Palestinians, activists and security forces, who also occasionally hit targets.
