Tory, who won re-election just weeks ago, has pledged to make housing a priority in his next term.  The mayor announced days after his victory that he would use his powerful new mayoral powers to create a special department of the city for rapid housing development.
The move comes as the province aims to build 1.5 million homes over the next decade, 285,000 of them in Toronto.
As part of its plan to boost residential development, the province wants to reduce or waive development fees for some developers.
These fees typically flow to municipalities to help pay for building-related city improvements, such as better drainage facilities and green space.  The province has suggested the federal government can help cover the shortfall in municipal coffers that would result from removing developer fees.
The announcement is expected to start at 11 am
