This week, some 30,000 Russian troops completed their withdrawal from the right rear bank of the Dnipro River after the Russian Defense Ministry said it was too difficult to resupply them. Russia’s plan appears to be to establish a defensive line on the left bank of the river and blow up the road bridges that cross it. The US-based Institute for the Study of War said in October that Russia may be planning to blow up the Nova Kharkova dam to flood Kherson. The dam provides electricity to hundreds of thousands of people and environmentalists said blowing up the dam would create an “atomic bomb” of water that would crash into towns and villages.
