The loose rules are part of a series of measures announced by the federal government earlier this month in response to complaints from the travel industry about long waits and flight delays at airports.
Ottawa also puts an end to the requirement that all federally regulated transport employers adopt a mandatory vaccination policy and say they will no longer require a mandatory COVID-19 vaccine policy in all federally regulated areas such as transportation, telecommunications and banks.
Masks remain mandatory at all times, except for drink and food, for all passengers over the age of two on domestic and international trips.
All passengers boarding a flight to Canada must be fully vaccinated against COVID-19 or undergo a mandatory 14-day quarantine and multiple PCR tests.
Entry to Canada remains for unvaccinated foreign visitors.
