Richard Douglas Bell, 42, of Elnora, Alta, has been charged with two counts of aggravated assault and two counts of aggravated assault with death, according to a press release from the Three Hills RCMP. Bell is also accused of impaired vehicle operation and refusal to provide a sample. Bell is in custody and will appear in Drumheller District Court on June 24, according to the RCMP. About 10 p.m. On June 17, the Three Hills RCMP was sent into a collision on Highway 21 just north of Trochu, the statement said. Two vehicles were traveling north on Highway 21 in Kneehill County when the second rear end of the first, RCMP said. This made the first car cross the road, where it was then hit by an oncoming truck. The occupants of the first car, a 20-year-old woman and a 21-year-old man, were declared dead at the scene.
